WebFrost does not have many survival talents that can't be picked up by blood. They have -2% damage taken from improved frost presence and a -3% chance to be hit from frigid dreadplate. Blood has 2% stam, 5.25% increased EHP from will of the necropolis and vampiric blood. In addition they bring unholy frenzy. WebFrost can theoretically have more raid support (Icy Talons) and some better armor, but it doesn't have the scaling blood provides and gives no real benefit. You can play it, but it's not going to be very good or enjoyable. Unholy is just not designed for tanking at all.
